𪜠Visibility Is a Control â Not a Condition

Last month reinforced something Iâve seen over and over again in safety:
Most incidents donât start with impact.
They start when visibility is lost.
I recently spent a full week teaching the OSHA 30-Hour Construction course.
It was a reminder that there are a lot of opportunities to show people what right looks like.
At the same time, while I was focused on instruction, I still had a responsibility to ensure my team was supported and moving forward. That balanceâbetween teaching, leading, and maintaining operationsâis where systems are either reinforced or exposed.
I also observed something that shows up in both training and the workplace:
Some people get stuck.
They focus on one issue, one task, or one challengeâand canât move forward.
That friction often turns into frustration, and frustration turns into unnecessary conflict (and extra work).
But more often than not, itâs not a people problem.
Itâs a priority and visibility problem.
When work priorities are clear and the system is structured, people can move forward with confidence. When theyâre not, we tend to fill the gap with emotion.
The goose is a simple reminder of that principle.
Geese donât move randomly.
They move with awareness, spacing, and coordination.
They seeâand they are seen.
The System Problem
In the workplace, we often treat visibility as a condition:
- âWear your high-visâ
- âPay attentionâ
- âWatch where youâre goingâ
- “Use the Buddy System”
But visibility is not something we hope for.
đ Visibility is a control.
Struck-by incidents donât happen because hazards appear out of nowhere.
They happen when:
- Line of sight is broken
- Movement is not coordinated
- Communication assumptions replace confirmation
If the operator canât see you, the system has already failed.
Layered Safety Perspective
Using a systems lens, visibility fits into your first and most critical layer:
Layer 1 â Recognition
Can hazards and people be seen?
Layer 2 â Communication
Is movement coordinated and confirmed?
Layer 3 â Control
Are work zones, paths, and positions defined?
Layer 4 â Oversight
Is visibility maintained throughout the task?
Most failures occur between Layer 1 and Layer 2âwhen people assume visibility instead of verifying it.
Where Systems Break Down
Visibility failures are predictable.
They show up in:
- Equipment blind spots
- Congested work areas
- Poorly defined work zones
- Lack of spotters or ineffective communication
- Environmental conditions (lighting, weather, terrain)
In each case, the issue is not awarenessâitâs system design.
Training Connection
Visibility must be built into how work is planned and executed.

OSHA requires safe operation of equipment and protection where visibility is limitedâbut it does not design your system for you.
Closing Reflection
The goal isnât just to be aware.
The goal is to build systems where:
- People are visible
- Movement is predictable
- Communication is clear
- Risk is controlled before exposure
The goose doesnât rely on chance.
Neither should we.
